Our story

Built to fight government overreach

The California Civil Defense Institute was founded to do what others won't: hold government accountable through policy, investigation, and litigation. We exist because citizens, property owners, and small businesses needed an organization willing to expose misconduct and force real change. And unlike national organizations spread thin across all 50 states, we are exclusively California-focused — because we love this state and believe its best days are still ahead.

Meet the Founder

Greg built CCDI on a simple idea: citizens should be able to fight back. He leads strategy, case development, and high-stakes decisions on every major matter.

Greg Hansen

Founder and President

Greg is the Founder and President of the California Civil Defense Institute, where he leads legal strategy, case development, and the organization’s mission to confront government overreach across California. He directs the integration of litigation, public records investigations, policy reform, and strategic pressure into a unified enforcement model. Greg brings executive experience across private enterprise, venture capital, public policy, and nonprofit advisory work. He founded and led multiple companies, including Hans & Company, a consulting firm delivering systems integration and modernization services; Hans Digital, a digital marketing firm that pioneered social media strategy and execution in political campaigns; and Ethical VC, a venture capital fund open to retail investors. Across his career, he has led more than 50 large-scale projects and over 20 mergers, acquisitions, and divestitures spanning government agencies, Fortune 500 companies, and private equity-backed organizations. He has served on advisory boards for companies including PassRight and RateMyInvestor, as well as national and international organizations such as the Swedish American Chamber of Commerce, the U.S. Chamber of Commerce, and Human Coalition. Greg spent seven years living and working in Arizona, after initially leaving California in search of a more functional environment for families and economic growth. Based in Gilbert, he operated in one of the highest-performing cities in the United States—consistently ranked among the top places for families, economic opportunity, safety, and quality of life. He also served as an appointed member of the Town of Gilbert’s Parks, Recreation, and Library Services advisory board. During this period, Gilbert received national recognition across multiple metrics, including top rankings for economic growth, job availability, safety, real estate strength, and family livability. This experience provided a direct contrast in governance, planning, and community outcomes—shaping Greg’s current mission to return to California and actively rebuild it into a place where families can live, grow, and thrive. Greg also brings senior-level political and civic leadership experience. He served as Vice Chairman of the Republican Party in his legislative district, where he was involved in local party strategy and organizational leadership. He also held governance roles at the community level, including serving as Budget and Finance Chairman for the Power Ranch master-planned community in Gilbert, Arizona, overseeing financial review and planning for one of Arizona’s most prominent master-planned HOA communities, with roughly 7,400 homes. He has advised and operated on municipal and state campaigns—including mayoral, state house, and state senate races—where he developed campaign strategy, opposition research, and messaging architecture in competitive environments. In addition to his leadership and advisory work, Greg has served as an adjunct professor of marketing at Arizona Christian University, President of a Toastmasters Club, contributed to startup ecosystems through The Founder Institute and Techstars Accelerator, and published extensively, with more than 70 articles in outlets such as Startup Grind, Buzzfeed, and Consulting Magazine, along with over 400 essays on economics, theology, and public policy. He holds a BA in Psychology from San Jose State University, an MA in Theology from Trinity Evangelical Divinity School, and an MBA from Liberty University, along with executive education in innovation and entrepreneurship from Stanford University. At CCDI, Greg applies a systems-focused approach to government accountability—identifying patterns of abuse, structuring legal challenges, and driving enforcement through coordinated action. His leadership is defined by execution, accountability, and a willingness to take on entrenched systems directly.

I was operating a fully permitted vacation rental, doing everything by the book, and still found myself targeted by the county. The inspections escalated, the fines piled up to nearly $30,000, and it became clear this wasn’t about compliance—it was selective enforcement. CCDI stepped in and recognized the pattern immediately. They pushed back on the warrantless inspections, challenged the fines, and treated my case for what it was: retaliation against a homeowner trying to run a lawful business.
